[1.2-1.5][BUG] Cloud Walk can't be cast on player-owned tiles which used to belong to wildlands

Dear developers, please fix THIS ANCIENT BUG which has been around from times Titans walked the world of 1.2...

 

If you claim wildlands territory, you still can't use cloudwalk on its tiles. You got error tooltip "Target tile cannot be occupied by an enemy unit".

Bump as it is not fixed yet in 1.5. Please comment out why it can't be done so long

At this point, I think it's engine limitation issue.

Are you sure this is not fixed, I was able to do this in my game.

Edit: Note you may need to start a new game.

Then there is an issue...

Which Wildland is having the issue. I had no problem with a cleared Asag (Swamp Wildland) and using this spell.
