Last time I checked this is the case in any conquered Wildland.  It's been reported several times.  Not giving you grief, just FYI.

This sucks.  Quite a few longstanding bugs still in LH.   I've got my fingers crossed that "soon" the Bosses wandering outside of their wildlands will be addressed.  If you kill them outside of their wildlands, then their wildlands never turn into fertile territory.
