Hardly any build options from newly conquered city

I just conquered a city that only has a harbor as its only improvement.  My only build options are a watermill and an irrigated farm.  It's a level two conclave.  In the details there is a listing for caravans: imperium 10%.  Does that have anything to with it?  I've conquered other cities from this empire and they give me the full array of build options.

I've also discovered that I can't build a war college from a city that is a fortress, although I have all of the prerequisites.  I have another fortress which does have that option.

 

EDIT: never mind, you can only have one.  However I'm still puzzled by the city which has hardly any build options.

Is the city cornered is specific terrain? Often, if the city cannot expand, then the options for building are removed from the list.

If that is the case, you may need to do some raise/lower terrain to get some more settleable land.

Like he said, probably a terrain issue. If you scroll all the way to the bottom of the build menu, you'll see all the improvements, but they are greyed out and say "No space to build" or something.
