Twice with the latest beta version, I have build cities next to a rive and been unable to build a Pier.

seems to be a problem with the map generator. the tiles show river graphics, but when you hover over them, the tooltip indicates that they are in fact plains.
Yeah those tiles look like the artic wildland stamp. But I thought I addressed all of these stamp river issues. Are you playing with some custom stamps?
I am using the UNMODIFIED beta version.
Looks like the map generator has a few problems. Also, looking at the stamps again, it looks like they reverted some of the stamps to their older versions. I would really like to see these phantom rivers go away.
