[Bug/or WAD?] Stunned spellcasting unit able to finish casting spell and never lost a turn

My sov gallops across the map, stuns the Lich Agonis and the bastid is still able to get his Despair spell off 
... to add insult to injury he didn't lose a turn at all. I still took the un- out of his undead... but I didn't get the quest until a little later in the game. Would have been a TPK with a younger sov.
