[0.85][BUG] Command and Silver Tongue

Tried commanding a mounted Gravewarden unit I silver tongued, and it didn't work.

Haven't checked with other units, so it would either be an issue with Silver Tongue, or an issue with Staves.

Link to the savefile/debug if needed to test.

I'm leaning towards it being an issue with staves.
