Well, on some maps like Dust Bowl, you can get boats. Well and good.
So, why not launch an expedition ?
...well, all things considered, maybe my 5 units army (NOT including the boat) is too much. My troops on land may be overrun... I should bring in reinforcements. but hey, my sovereign is Procipinee, and she is able to summon useful things, right ? Wisps, for example.
Here you go, summon Wisp, and... Oops, just forgot that 1) Procipinee was ON THE BOAT
and 2) the army size cap was already reached within said boat, so:
Splash !

My poor whisp is placed in another army stack OUT OF THE BOAT.
That is, unable to move 'til the boat liberates one unit slot and comes back: only then can you load the unfortunate whisp on board and get it back to land.
The Problem: When summoning while the caster is on a boat, the unit will appear next to it. Logic. BUT, when the army cap size with the boat is reached (that is, if you have not researched techs like 'companies' and so on), you will NOT be allowed to board it. Thus leaving your summon alone and unable to move...
I know: I could just dispel it (poof, 30 mana wasted
). It is due to me not tracking where my sovereign was when casting the spell... but it doesn't looks that good ^^
Possible solutions: 1) do not limit the boat transportation capacity by technology (i.e, you can board 9 unit anytime) => could lead to some exploit...
2) do not allow summoning while the caster is over water
3) use the "Ostrich Algorithm"... considering the place that boats have in current gameplay, this is not a really huge problem. But hey, would be neat if it was solved anyway
(AND if boats could gain more importance, but, well, time will tell ! 
On an unrelated topic: Wisps (and lightbringer) have an 'invisible', beheaded body, that I assume is not supposed to appear, but is visible on the unit screen and appears sometimes in combat, in the strategic map, and is used as model for the unit on the cloth map...
