It might just be me but the Storehouse City improvement seems a bit weak, only increasing the food from grain by 5 when upgrading from a granery
Agreed, a few of the higher level buildings don't seem worth it.
Storehouse is kind of weird at a 5 increase.

You'll need to work out what happens with the Skath Pit Empire improvement too - this Empire only upgrade makes the line of buildings +60.
