The Tower of Dominion still says it reduces unrest, but also shows that it increases growth and fame instead. It does not seem to reduce unrest like it used to in FE.
Tower of Dominion just kills the unrest penalty from number of cities, not a flat amount like in FE.

Ug, Im going to update that desc anyway to add some punctuation, i had to read it a few tiems to understand and I was the one who wrote it.
That's a big nerf, between that and the cleric nerf.
