When you start a new scenario, the city of Resoln has no yield.
(currently a work around is to Raze the city and rebuild it on the square nearby, i would guess this is not the intended behavior)
This will be fixed in todays patch. Thank you for reporting it.
I do not have any production in Resoln at the moment. I have a level five Relias. I cannot progress along the Main Quest because my party is too weak. I am running ver 1.32.

You will need to start a new game. If you saved your game with the broken city, it will still be broken.
