I have two conclaves and both have herbalists and i have researched well past Sorcery. Do your conclaves have to be level three now or something or is this a bug?
Do your Conclaves have Essence? If there is no Essence, the Apothecary won't be available.
Do you have enough crystals to construct it?
Nevermind, I was thinking of the Alchemy lab. If you have a herbalist and can't construct an apothecary that's quite strange.
