Yes, I've seen this too. It seems like the attack animation lightning strike and the actual damage being applied are both separately randomly targeting an enemy.

I see this as well in every game that I play.  I've gotten used to it but my brain still wonders what's going on as I watch it.  Sort of on the same topic as tactical battle bugs, there are still abilities that don't update the enemy HP bar until after the current turn expires (or until it's the damaged unit's turn again, I forget which).
