Seek out the other two Dragon Statues that are somewhere on the map, then do the quests that you get from them. That is how it worked in 0.99, anyways.

As for whether or not it's obvious - the quest poses a riddle: "Seek out my brothers, and yadda-yadda-yadda". The brothers are the other Dragon Statues.

this quest is fully functional. you get a dragon at the end, although it's not easy.

Mind you, it's not that hard either. The final battle was disappointingly easy for what it is (i won't spoil it though )

There are 3 dragon statues all over the world. Two have eyes, and the third wants those two eyes to complete the quest. I suggest you save often and never back out of a fight. I once entered one of the parts of the quest, and then i suddenly remmbered i should save first, so i clicked the "come back later" option, and the quest area simply vanished, breaking everything.
