This may be an intentional game mechanic, but if so it seems odd. I had an outpost near two resources which were under my control. The AI faction's city near by increased its zone of control which encompassed these resources. I lost control of the resources. However I conquered the AI faction's city, razed it, then built a new city near by. My faction's outpost's zone of control did not reestablish over these two resources. Maybe zone of control's are not meant to reestablish from outposts, but I'm guessing they are supposed to. I'm including the saved game if whoever would like to check it out. The city that the outpost is near is Asherae. It is just north/above the city.
