[1.00 BUG?] When my Resoln spiders cast web on archers, the archers can't shoot

Is that by design?  It seems that whenever spiders in the wild cast web on my archers, they can still shoot.

To my mind, web ought to stop offensive actions if it stops a units movement,  I'm pretty sure you would be too busy cutting yourself free to attack.

The AI always skips turns when webbed and no one is in melee range, which does indeed seem like an AI bug.  AI spiders who themselves have been webbed won't try to cast web themselves, but will skip their turn if no one is in melee range.

Web only affects movement ... archers don't need to move except to try and flee.

Not if you are pelted by arrows and magic, and had ranged means to stop the attacker!  

Yes, it's a bug. Using web on AI controlled creatures completely disables them. It's why I always feel a bit cheesy when I have spiders in my group.
