When casting the spell storm against non-humanoids it appears to be working as intended (graphically at least) when I cast against humanoid what it does is this: One mob will get the graphic of the cloud and lighting effect but another unit will take the damage. As you can see in this picture one unit took the -28 damage but another unit at the top of the screen had the graphic for the cloud (which you cannot see; sorry) and lighting strike.
