I cast Blessing of Restoration on [the female hero in the scenario]. During tactical battles when I cast heal she doesn't heal anything. Secondly, if you mouse over a character with the spell it says the character will heal by %d.
I experienced this problem as well in the first fallen enchantress campaign map. Animation plays, but no HP are healed.

When you learn that spell it says that heals "%d" (C/C++ code, maybe ?), and when you use this spell on a tactical combat, it doesn't heal anything.
