This has actually been around for quite some time, not just .992. When you mouse over the trait selections in faction/sov creation, the tooltip popups often don't update properly when you move from one option to the next. Sometimes the tooltip from the previous trait will simply follow your mouse pointer to the new trait without updating, other times the tooltip will disappear entirely. This seems to happen in fits, lasting several traits at a time before catching up and doing it right for a bit, and then falling behind again. The problem seems especially bad when the mouse is moved quickly, less so when it's moved slowly.

This is actually a pretty serious polish issue that I could see annoying the buhjezus out of a new player.
