This is a bug I've encountered 3 times already in different .952 games and I've never seen before:
Sometimes the waterfalls at the end of rivers are "floating" above the tile where they should be in instead of on it.
EDIT: here is a screenshot of the bug with my sovereign standing in the adjascent tile:
