Well indeed for Wither the tooltip differs, but I still think they should only show the spell once, and combine the tooltips to describe both strategic and tactical effects, thus saving space and reducing the need to scroll through them.

It's tricky because normally spells only show up in either strategic or tactical.

Perhaps if the spells were sorted into those categories there would be less confusion. Instead of now, where they are mixed freely.

I only bought the game a few days ago and already filed like 10 bug reports, so yes, I see how a fresh pair of eyes can see things a lot differently. I just hope all of this is constructive to the game in some way.
