It's turn 189 and Relias is still at what is probably his starting location. As you can see he is in a city's influence, but that city didn't belong to me until recently, it belonged to Yithril, got captured by Gilden and the next turn by me. It's possible that that city was Yithril's capital and Relias got caught in its influence at the beginning of the game and hasn't moved since. But how did he get to level 13 without doing anything?
