BUG? or a change I missed?

It seems that I can no longer build a pier unless the Founding square is next to the river, with no chance to build to the river one square away.

 

If this is intentional it sucks.

I think it's unintensional. Cities in 0.950 were able to 'snake' to rivers and forests. Then in 0.951 (and 0.952) all of a sudden we couldn't. The whole purpose of 'snaking' cities is to extend and aquire such resources (in addition to improvements).

I imagine Stardock will be correcting this bug for beta 5.

I think its intentional to discourage people from snaking. I hope they change it though.

Allowing building to upgrade has reduce the snaking to an acceptable level in my opinion. Please let us build towards the river again.
