So I wanted some short bow archers with tarth and decided to go with a couple extra bonuses (85 production instead of 65) and was surprised to learn that the quickest I could produce a group of them was in 9 turns with a 50 production city. Given how early in the game this was, 50 production was quite high and only achievable via enchantments. In 9 turns my 3 move sovereign could trounce accross most of the map. Indeed by the time I had managed to produce 4 of these, I had half the enemy empire conquered already.
There is already a limiting factor in how many units can be supported - gildar. Addiotionally restricting it by time just seems like pouring salt on the wound. On that note.. the 3 turn build limit is supper annoying, and totally uneccesary now. There are plenty of buildings to occupy a city and cities tend to acquire idle bonuses rather early. Let's have that limit removed!
