[0.95 Bug] - Scroll of escape + rush remark

Hi,

Very good beta 4, congrats to the team!

Bug: After using the scroll of escape, I did not got teleported in my capital but remained in the same square (although I escaped combat)

remark: cost of rushing buildings or units should be higher if the item has just been started, otherwise I believe this is abusable (Krax with his 1000 gildars... wow!)

Scroll of escape is still not sending me to capital, that or the tooltip is not updated. v 1.00
