Hi there, I'd like to ask; Which programming language (C++ or C) do I need to learn to be able to create my own Windows Skin/Theme from scratch? Thanks

I'm not sure about themes as I don't go that route but for windows skins, neither. you can get by with the purchase of windowblinds and skin studio.
