No, it's not related to production points or training time. If you click on external link, you can see a screenshot of Nosmina, a level 9 Fallen hero that I was trying to recruit but sadly it would cost me -256 gildar...
This is because you are using a natural leader (0 gold cost when hiring heroes) and built the adventurer's guild (it further reduces the cost of hiring heroes). As a result, you get negative values.
then they would be PAYING you to join you, not as those without the natural leader do ie you PAY them to join you, so more free gildar.

I've seen this I had a hero who had a recruitment cost of some negative eight digit number. The program wouldn't let me recruit the hero.
