I couldn't recruit these two (see screen shots). I am playing a custom Tarth sovereign. I needed -gildar to recruit them but couldn't.
I have the same problem
Happens to me (as Altar) on some lv7s and pretty much all lv9 heroes. Sort of make the natural leader ability that Relias has a bit pointless.
