[0.9] [Bug] Surrender

The enemy score is less than 25 % of my score, but it is not possible to let him surrender. Is that a bug or working as intended? I hope it is a bug, because it is boring to know that the enemy is dead, but you have to search for them everywhere.

Have you tried to make him a vassal?

I have selected the surrender treaty and it was impossible to convince the opponent.

then he might not have been willing to. Had an odd related bug where after demanding the surrender and being offered it but not finishing the trade then leaving diplo (without doing anything else) upon re-entry the same AI with no other actions in between was no longer willing to surrender (but again after hitting next turn.)

Then again, why would I surrender to a superior foe if they haven't found me yet? Who knows, I may find a dragon somewhere and make a comeback...

I know it's not in the game (yet), but really; why surrender when your enemy doesn't even have your location?

I've seen two sides of this. I was able to make Tarth surrender without finding their last city or sovereign, but I haven't been able to make Gilden surrender, even though they are much less powerful than Tarth was.
