What .xml file is this defined in? I've looked and looked and can't find it. I've found the normal army size limits (outside of cities), but I just can't find the city limit for the life of me.
I'm using After the War mod, and it's pretty awesome, but it tweaks stack size in cities up to 50. I need to turn that down. Say, 25 or something? It's causing problems for me in my game. Thanks in advance for anyone that has this answer.
