Question about spell of making

So I'm trying to cast the spell of making but it says I don't have enough Influence to cast it and I have no idea how to get this. The Kingdom report just states that I need one of each shard but I have those. Using a custom faction

IIRC, in addition to having to have the shards, there's a tech you have to research that allows you to build 4 or 5 buildings (sorry, not at the right computer right now to fire up FE and check), and then you have to build those buildings.  After that you can cast the spell.

Ah, that's something that's changed from the first beta then.

It's also something that's not shown in the victory conditions in the Kingdomreport
