What I am told my sovereign selection screen is supposed to look like:
IS this just my machine doing this or are others having the same problem?
IIRC, someone else posted that this could be caused by applying the 0.86 patch on the 0.77 game without applying the 0.85 patch. They downloaded and installed the 0.86 full game to fix the problem. Could this have been your case?
i went from 0.77 to 0.85 to 0.86.
maybe I need to reinstall...?
It happened to me too, and a full reinstall of 0.86 solved the issue (to be clear I redownloaded the 2 GB full version) .
I had an issue with the govern button too which was still on top of the screen rather than below the mini map... solved too.

But if a full install worked for Valca, I'd give it a try.
