I recently used the 200mb upgrade to go from Beta 1 to Beta 2 and while the intro screen states it is .85 I don't think anything changed.
THe Soverign selection screen was the same as before
The Govern button was in the same place as before.
I am going to erase my game and start from scratch since it is probably just an bug with the patch but just wanted to put this out there regardless.
