Had a game recently where Capitar stuck around long enough to build a couple of outposts, but then got wiped by monsters. The outposts' ZoI disappeared, but the outposts themselves stuck around, and prevented me from building near them.
I can provide a screenshot, if that helps, but my save succumbed to the infamous late-game crash-on-load.
