[bug][.77] I settle my pioneer and it creates a city for an opposing faction

In this save there is a pioneer unit on a spot ready to settle. If I settle the unit it creates a city for the Tarth faction. The Tarth faction I believe was destroyed early in the game by wild creates.

I have had the same probblem, I build a city and it can clone the tarth capitel of "hope".

I have allso had a Tarth cith clone my Capital "Free Hold". Saving the game and reloading it will clear the bug retuning the new city to you.

Both time I was playing a custom player  kingdom faction using Tarth race. It has not happend since I starte using a difrent race for the base of my kingdom faction.

I have seen when a AI champion come close to one of my towns the towns name tag will change to the AI color and the AI's symbole yet it is still my town.
