[BUG - .77 Recruiting] Can't recruit Level 5 champion

Researched Recruiting which says it allows you to recruit Level 5 champions.

When I go to the location of the Level 5 champion, it says I need to research Recruiting.

Recruiting says completed on the Tech Tree.

Tried reloading saved game and then shutting down game & reloading saved game.

Same results.

Same deal with me, I was able to recruit level 5 champions after I researched Erog's Journals which I think is supposed to be the pre-req for level 7 champions.

Same here.  The tech levels for this line are one level off.  The first level does nothing and you can't recruit the highest levels at all.
