[Bug 0.76] Troll Army moving onto my city centre without attacking the city

Like the title says, an Troll army moves from it's lair next to my city onto my citycentre square without it causing an attack on my city

This time not a troll army but one of Capitar's Heroes.
Note I'm at war with Capitar at the moment
