It appears that FE isn't using "true" fullscreen. It looks to me more like it's creating a window with no border that happens to be the exact same size as your desktop resolution, then making sure it displays above the Taskbar. (You can tell the difference by hitting Alt-Tab: it switches instantly with no mode reset, and the game window still shows up in the background instead of minimizing.)
I like it! I wish more games did that. Switching in and out of fullscreen is a pain!
