New Skill "Enchanting"
Common for administrators, Rare for casters.
We should have a skill for administrators that allows the enchanting of units.
Creating units with enchanted gear should require that an imbued hero with the appropriate skill be in that town. Administrators should be able to enchant units with any spell that any of your other channeling heroes have. So if you have a fire mage out there running around who has the "uber duper ultra fire spells" skill, ..... Then Bob who's hanging back at the city of Varsis with the skill "ultra enchanting" can utilize any of the enchants up to his rank of ultra enchanting that your fire mage has ranks to support.
So for some examples:
Joeseph (level 5 fire spells) (not in city)
Edward (level 2 water spells) (not in city)
Bob (level 3 enchanting) (administrator in city)
The city Bob is in, can create any enchants up to level 2 water spells, or level 3 fire spells. You could not enchant weapons without the enchanting skill.
Doing this in the cities, should give the hero experience.
New Skill "create artifacts" For administrators.
This should allow you to enchant items for your heroes, of greater power than the run of the mill stuff you create for your military units. It should take more than one turn to create an artifact during which time the hero should be unavailable (like if he were recovering). This should take a substantial amount of mana. It should also yield experience for the crafter.
I've mentioned exp for both skills, because as it stands, there is no way to level an administrator, and have him be an administrator. This should not be the case.
