Never mind, apparently the below is a feature. I must have accidentally clicked on the auto end turn button while in the menu.

I had no active units on the map, everyone was inside of cities. The game started automatically ending all the turns. I couldn't stop it. Finally I managed to click fast enough to order one of my heroes out of a city, and the automatic end-turns stopped.
