I had a shard right next to the main city hub and when the building came availible I clicked build on it but it was never finished. In the save game you can still see the construction texture to the lower right of the main city spot. But the construction will never finish. The other shards farthe out built normally.
Two thumps up for the game so far, I am very impressed by it!
