Not really. A very few 4x games have it in some form. More don't. There are also plenty that have ways besides scouting to expand your map.
I don't think FE is ready to be pushing boundaries and trying new things. It just needs to do what worked for the other great TBS games.
We may as well play the other great TBS games then.
Okay so you might lose a scout in the early game where a map would have warned you. That doesn't even compare to the joy I get when i find a pot of gold.

The fact that you went all zany with the skittles bit kind of shows your lack of reason on this issue. Yellow skittles are the ones you give to your friends if they ask for some of your candy.
