It seems that Wild Wargs are absolutely everywhere. I've started quite a few games now and haven't seen a horse resource but many many warg resources.
In one game I had 4 warg resources within visual distance of my starting location.
There will always be a degree of randomness to those things. I'll put in a small change in 1.3 of the After the War mod (not yet released) that should even it out a little.
Actually, I'm playing a new game now where the balance of wargs is about right. Maybe it was just a series of randomly weighted games I had started.
