1.39 Bug- Can't build Harbors/Ships

I have a ton of coastal cities, with ramps leading to water. Tried many different city placements, but can not build harbors. One of the enemy AI seems to be on another continent, and I have absolutely no way to get to them, because I don't have raise land spell, and I can't build ships.

harbours were disabled back in 1.3 till frogboy can get them working, and as far as raiseland, it should be a magical research.

But you can't research it unless your character has the terraforming spellbook which you can only choose before the game. So it is indeed a problem. I think all spellbooks should be researchable at some point.

Indeed after you get advanced spellbooks you should be able to research the starting books. Makes no sense to limit players like that.

Agree that we should be able to build ships, and/or research terraforming later.

I'm playing Zander from the book content, which means NO starting spell books, and I'm on random map which has me completely hemmed in by mountains, so I am hopelessly locked in and just going thru the motions until I get the urge to start a new game where something can actually happen.

There is a quest to get the other books. I know in a recent game I played I got like a level 3 or 4 quest that rewarded my sov with the terraforming spellbook. Considering how few quests there are I imagine it shouldn't be hard to get in most games.

Well I ended up having to complete the game with Spell of Making, I couldn't complete by quest, because I had several stranded hero's, that had a piece of the forge, and couldn't complete by conquest since I was stuck on my continent. Hopefully they will make the rest of the spellbooks researchable to we don't get stuck in these situations..I completed all the quests I could find, and none of them gave me the terraforming spellbook.

I had a full load of quests that could not be complete because the required going outside the area I could reach.  Gave up & started over.

Would be interesting to have it as an optional or some such, the Harbours I mean. For instance, give the building a food bonus via invisible "Fishing fleets" and make the allow construction of ships something optional and at our own risk, for thos of us that like playing continental maps

You know, this needs looking into, but I got that quest, did it, got the message I got the spellbook and yet when I tried to research it I only could research the Volcano.
