I am noticing during my games that the AI is not using the shop. For exampe, in the game I play right now, Irane has 113000 money, but her son is not wearing any armour at all. She builds armies that use armor, so she should be able to buy it from the shop.
It is a pity, because she would be really powerful if she would use some of that money to give her heroes equipment.
