[1.19i] Reproducible error and other issues

Ok I am still getting OOM error. I lost one of my error to send to you because your SDSupportTool over write it (forgot to rename the other one it) maybe you can change that down the road by adding a time to the file name as well as the date. I am still getting graphic gliches but I have not come up with a way that makes them reproducible. I did come across a reproducible problem today see attached.

OK this happend to me then I reload and it happend again. I put up the 2nd pic because that area of the map became available when the glich happend.

This is my saved game. Save #66before is about 6 turns before it happens. Save #66 is after it has happend.

The population glich is present in the save game above.  As you can see 5 cities have the problem.
