I wasn't sure where to post this, since it's not really a Technical issue, so if you need to move it, or if I need to repost it somewhere else, just let me know 
Yesterday, I downloaded the update and started a new game on Normal just to see how the AI had changed and get a feel for the increased map resources (which are great by the way!). In the course of exploring, I stumbled upon an Oasis that was also next to a Temple, a fantastic spot to build in the early game, except there was already an AI pilgrim on his way. I began to consider my options... should I attack the pilgrim, and start a war for this ideal settlement area? Are 6 food and 5 tech points worth starting a war? I came to the conclusion that it was worth it, so I began to marshal some forces in my nearby settlement to prepare for the confrontation... except... something strange happened. Turn after turn, the AI pilgrim wandered around by the oasis and did nothing. I decided on a whim to build a pilgrim myself and hoped that I could claim the spot with patience instead of war. After 2 or 3 turns spent watching their pilgrim, 8 turns to build my own pilgrim, and the 8 or 10 turns it took to get my pilgrim to that spot to build, the AI pilgrim was still wandering aimlessly. I built my settlement, and now the AI pilgrim is helplessly wedged between two areas of influence from my settlements that haven't touched yet. He's just sitting there, doing nothing.
I'm keeping an eye out for other possible situations like this, but even in Normal, the AI should be building settlements when quality spots are available. In the difficulty levels above Normal, I haven't encountered a problem like this.
