This spell appears to make all enemy units lose the next turn 100% of the time. It is implied in the text that the chance should be 50%.
i would agree with you, i have never seen it fail even against very powerful opponents like the mega dude in the last battle of quest of mastery.
In addition, this spell ignores spell immunity on targets.
Bump, this is still happening 100% of the time in 1.2a.
