Can't build harbor?

1.1 here. So I've researched the tech. I have several beach locations next to my cities. But "Harbor" doesn't even appear on my buildings list!

 

I need to explore and find some fertile land, because my people are starving and all farming tiles in the area are taken by me or my neighbors. The sea is the only frontier. Am I missing something, or is there a bug here (or at least in my game)?

I had this problem. Some experimenting helped me solve it.

1. It's now a lvl3 building.

2. Try building buildings closer to the beach, it seems you need to be closer to the beach now.

A tile of the city literally has to be touching the water. If you have a city near the beach, and you can't build any farther toward the shore, you should be able to build a harbor.

I don't even have the "Harbor" available on my buildings list, to even try to construct! Will it not even appear on the list until an available beach tile exists in range of the level 3 city? I've triple-checked, and the tech is on my "completed" list. But it's like I haven't even researched it.

 

We honestly need a detailed FAQ for building a harbor. Too many people have trouble building them (myself as well, this patch around, apparently). Things like exact tile/influence distances, etc.

Yes it won't appear unless you can build it.

Why would you want to build it? It is so limiting and only in the rarest of occasions does it ever benefit. I have been playing since August and it is the lowest of priorities on my tech list. I am curious as to what advantages it gives you. Would you mind sharing?

And I could have sworn that at one point, there were goodie huts in the water. There aren't anymore. But using Elementerra, you can build island maps where boats are a necessity.

 Also a very few random maps have islands in them, the ones I've found so far all had wicked resources, but I've only seen that 1 in about 15 games or so. No clue if thats the average for it, or still included in 1.1.

Well if you can't bring your units to the sea, you can always bring land out of the ocean and walk on that. Option two is slay the crap out of the nearest enemy and eat their food. This is my usual solution.

We seriously need a cannibal side that heals themselves by eating the troops/pop of other sides, but everyone declares war on sight on them.

A transport(s) is a perfect tool to sail an Armed force to the back side of the enemy Kingdom. Nothing like owning their Capital to piss them off and then listen to them whine as they try and sue for Peace. Muhahahahahahhaaha LOL
