Once you research trading it's possible to add several caravans to build queue. After each caravan is built the "Maximum number of caravans..." popup comes up but the caravans continue building. Playing as Tarth, if that matters.

It is seemingly random for me. As a custom Kingdom Faction I can usally build 3 Caravans (as intended) but I will get the message any wherebetween the first and the last caravan finished.
