Refined housing does not increase max population size in any city. I advanced a few turns after research and still no change.
are you sure it is working for me... I used it to get a level 5 city with only 12 houses (well villa's)
Population just seems to be buggy. Get a lev 5 city up to max population then load and check the population again. Check the number in the little info tab, not the bar.
